EU Classifies ChatGPT, Reddit, and Roblox as Very Large Online Entities

With over 45 million monthly active users each, ChatGPT, Reddit, and Roblox have crossed the European Union’s threshold for “very large” digital services. This formal designation under the Digital Services Act forces these companies to overhaul their safety protocols and risk management strategies before the year ends.

The European Commission’s ruling subjects these services to the most stringent tier of the Digital Services Act (DSA). By December 31, the platforms must implement rigorous measures to mitigate risks concerning illegal content, public security, and the mental well-being of minors. While ChatGPT is classified as a search engine due to its web-crawling capabilities, Reddit and Roblox fall under the online platform category as hubs for user-generated content.

Regulatory oversight will be split across national agencies. Ireland’s Coimisiún na Meán will handle compliance for ChatGPT and Reddit, while the Netherlands’ Authority for Consumers and Markets takes responsibility for Roblox. A Reddit spokesperson confirmed the company is currently coordinating with regulators to ensure transparency. This decision expands the list of designated platforms to 28, granting the Commission expanded investigative powers to audit how these services moderate information and protect fundamental user rights.
